wierd problem with 4l60e

my daily driver 00 z28 with a 4l60e is having a wierd shifting issue
it wont shift into second gear unless i take my foot off the gas and press it down again. then it will shift. there are no codes stored in the ecm and the fluid does not smell burnt.
its a bone stock car with 60k on it. it has not been beaten when i owned it but who knows what the previous owner did to it.
is the trans gone or is it just a valve body or a selenoid? i just need to see if its worth throwin a trans in it or just putting a part on

it happens under normal driving conditions, at WOT it will bounce off the limiter.
usually it shifts at about 3500. but now it doesnt shift at all until i let off the gas and then hit it again. like a manual car when you let of the gas to shift.
like i said the fluid doesnt smell burnt and is not brown.

Thanks... is it only the 1-2 shift?
At 60k miles you might drop the pan and take a look around. During my R&D days I had clearly lost the 3/4 clutches and did not see burned fluid because they roasted quickly! Has this been going on for a while and been deteriorating or is it a new condition?
I really do suspect a pressure leak at the servo if it is strictly the 1/2 shift. The band could have toasted, but that is not common unless it has had a hard life.
