If the misfire condition from the cam isn't tuned out, the converter will not lock PROPERLY, if at all.
The pcm can still be sensing misfire and not throw a code. I had this happen on my car and lockup would not work properly. Once misfire code was basically turned off via HPtuners, lockup functions as it should.
Get the car tuned for the cam, and you'll be good to go.

Any decent tuner will know what to do to get it idling and running right, and they'll know what to do to enable lockup like a stocker...I wouldn't keep driving it un-tuned since along with the converter not locking, you've also made the car's performance needs a good bit different than a stocker with headers.
