lets say i have a Vig 3200 stall converter but it really stalls to 3600rpms. Does that mean that you can hold the brake and gas it to 3200 rpms without the tires spinning?

No, a converter's rating by the mfg. is approximate and the actual stall speed with vary based on your engine's torque.

Based on my exp with 4 different converters, you cannot hold it on the line up to the rated stall rpm. See, the converter slips less and less as you approach that rated stall. It's not "all slip" up to 3599 rpm and then suddenly "all grip" at 3600.

If you up your stall, get a trans cooler. That's virtually a law. <img border="0" alt="[judgement]" title="" src="graemlins/gr_judge.gif" />

The enemy of a trans is heat. Heat will cause your trans to fail faster than anything else.

Your cars brakes wouldn't be able to hold the car at those high rpms. You would need a trans brake to accomplish that.
