Well that doesn't tell me much. Do you mean at 30% throttle in normal daily driving in 1st gear, 2nd gear, 3rd gear? Or perhaps 10% in some gear? Or maybe at WOT off the launch? Or maybe at WOT when foot braking? Or maybe WOT after a shift from "X" RPM? Or maybe at WOT across the finish line? Or maybe during steady state cruise at 40 MPH with the converter unlocked in OD? Or maybe...or maybe...or maybe???

Just pickin' atcha but you're not asking a complete question.

Once the converter locks up, it drives like stock.

During normal steady state driving (your converter should be locked then) you will see the exact RPMs then as you're seeing now. When the converter locks, the input and output sides turn the same RPM. In other words, there is NO slippage. This is the same with any lockup converter, regardless of stall speed.

...and that would STILL be the case even if you had a 5000 stall converter.

Yes, it should lock up at around 40 mph.
