Default front swaybar ?'s

I don't think I torqued my endlinks properly (feeling loose again), so could somebody with a FSM please verify (from faq site) that 37 ft/lbs is the correct torque for the endlinks and 44 ft/lbs for the frame attachment?

Also, the front swaybar diameter is 26.6 mm (~1 3/64"), from what I can gather...So, would it better to use a bushing that is designed for 25 mm and open it to 26.6 mm, taking away some material, or using some sort of sleeve at ~.008" around the swaybar with a 27 mm bushing?

Reason I'm asking is I can pick up some energy suspension universal bushings, but not sure which way would be better to go. I ran across a steal of a price on a 7/8" (22mm) set of greasables that I picked up, but just misses the rear by 1 mm, ugh...so, thinking sleeve there too?

I know they can be, but I am trying to eliminate this issue I've been having with the front end. I don't necessarily use a torque wrench on most things (can get good feel), but just trying to go "by the book" so to speak here, as this problem is aggravating
