The "correct procedure" is to install all timing cover bolts loose and then install the balancer. Once the balancer is installed, tighten all the timing cover bolts. This of course is if the timing cover has been off for a cam change or something. If the pulley backed off and the cover has never been off, you should be able to just slide the balancer back on.

Well I have everything apart again. Just to clarify....the timing cover HAS been off when I did the cam swap. At that time I installed a new front seal and timing cover gasket, etc. The guy helping me assured me the bolt was re-usable, but looks like he was mistaken. I bought a new GM bolt this morning, but now I'm wondering if I should replace the main seal now that I am this far in? It looks like the front accessories pretty much come off together to gain access, but if it's a waste of time, and the leak is because of the pulley backing out a solid 1" last time, I will install the NEW bolt to spec, and move along.

THoughts??

lucky you caught it before the damn thing pulled out completely....My crank pully fell off going down the road, and caused havoc...ruined my water pump, because when it fell on it, it bent it...and caused the cam bolts to back out a little, basically ruining the cam and half my lifters....

Well I dug in further and the crank seal is shot. Atleast I know where the leak was coming from.

The seal was installed with the flat surface towards the motor, I think this is incorrect, can anyone confirm?

Also, the back of the balancer is stepped, is the normal, or is my balancer hosed?

Seal was installed wrong and that balancer looks like junk to me.

Seal was definitely in backwards. As deep as the groove is, I would probably replace it. My old balancer had a lip (not that bad) and it sealed fine. You can always slide a new seal on and see how it fits. If its still snug, should be fine.

Replaced crank seal, crank bolt, and balancer today. Fairly straight forward job, but getting the balancer on was a bit if a bitch.
