The cut outs could be causing a false P0430.

If there is any small amount of fresh air being sucked into the exhaust via the cutout and the O2 sensor sees it, then its a possibility.
Are the cutouts pre or post the rear O2 sensors? If they are before the O2 sensors then its possible.
Could be just bad cats, I have seen quite a few go out on these cars, modded or not.

The catalytic converters are covered under the 7yr/70,000 mile emissions warranty. I had both replaced on my 2004 V at the Cadillac dealership for $0 out of pocket, was like a $1,300 bill to GM.

Before you got the p0430 code did u hear a rattle in the exhaust?

I heard a rattle within my passenger cat and then it went away two days later. And two days after that I got the p0430 code.

I got the same code, well P0420 or whatever bank 1 happens to be. It went away 4 or 5 days later and never came back. Its been almost 4 months. If it is legit, the cat is likely shot and you may want to find out why or shut off the rear O2's. I would inspect the sensor and check for excess fuel, oil or anything that may be on the probe which could clue you in to a problem upstream. If there is a sensor fault, it is doubtful that you would get this code and not a circuit/sensor code.
