It was supposed to expedite testing by being a "plug and pass/fail" via the OBDII port requiring no dyno.

According to the examiner it did pass. I also saw that on my 96 s10 it must be taken to a "STAR" certified station with is part of the new AB2289 law. Maybe its up to the smog station you went to whether or not they want to hook you up to the dyno and do a visual or not? I did not see a clause where it stated the car shall be tested via OBDII check only.

The ******* state passes a law, but then doesn't notify all who it affects that it is going to be delayed.
Yeah Jerry Brown is on top of this ****.

LOL!! Stupid Cali laws!
I'm so glad I left that state. There was so much I liked about the state, but the legislators, have completely ruined it.
I suggest moving to a less communist state. And MD is not much better than CA.

Really if I lived outside King County no emissions? I did pass last week though on the Aurora testing station (no cats), thank you HP Tuners!
