While in Park, Revs max at 3500 RPM's?!?

While in Park, Revs max at 3500 RPM's?!? I know the reasoning behind it is good, but i hate the fact it happens. While in park, the car will only rev to 3500 RPM's. what is the module responsible for activating this limiter of sorts, does anybody know?
