While in Park, Revs max at 3500 RPM's?!?

Default While in Park, Revs max at 3500 RPM's?!?

I know the reasoning behind it is good, but i hate the fact it happens. While in park, the car will only rev to 3500 RPM's. what is the module responsible for activating this limiter of sorts, does anybody know?

In park? on a CTS-V? does that mean nuetral or does your car have a gear called park? If so, how do I get that gear, it sounds fun...
