Old mechanic I know puts alcohol in them and then runs them really hard to get them hot, says they pass 99% of the time.

I've got a bigger problem, I recently imported a '98 LS1 from MI with no ERG, no cats, no air pump, has aftermaket heads/cam, LT's ORY , not sure what I'm going to do to get this thing on the road for spring

You'll need cats for sure. Should be able to pass without EGR and AIR but it is needed to pass a roadside visual. How big is the cam? With good tuning most can be made to pass.
