Default Proper running temperature for a 3.8

I got my 98 camaro it runs around 170-180 degrees ever since I got the car about a year and a half ago. I was told by a friend it should run around 210 so I'm worried its not getting up to its proper temperature and could cause carbon buildup. THE OTHER PROBLEM... is my heat in the car doesn't work right now and with winter coming I would like to have it working this year. It used to to kind of work, but now its not working at all and my car is having a slight overheating problem. I have no frigging idea whats wrong with it. If anyone has a clue I'd appreaciate it.
