how does the plastic tab come off? (on the lower back part of the seat);i'm replacing the covers

There's a hole in the side of it, you need to push a pin or something in it while pulling on it.

That's how I did it and that's the way GM does it. You may not be pushing hard enough, They are a pain in the *** to get off.
