i think it is the control for the converter lockup, at least on a 4l80e

Torque Converter Control, i think. maybe not, either way its a function of the pcm and it decides when to lock up the trans and when to unlock it.

That is correct, and it works in conjunction with the brake, and brake light switch to engage and disengage the torque converter when the brakes are being applied. Check out this link. http://www.maliburacing.com/forum/vi...p?f=34&t=72495

Its actually Tourqe Converter Clutch. When certain parameters are met the pcm will put the converter into lock up. When it comes time to unlock the converter the PCM actually does not require the brake switch, it is just there for a fast acting release. The PCM will disengage when the throttle is lifted and speed is being reduced per vehicle sensors.

RyanVV355 has it right, it's the torque converter clutch. The idea is that under steady state cruising, the clutch (dis)engages and you transition from the relatively inefficient hydraulic linkage of an auto slushbox to a more direct solid linkage. (Thus the RPM drop when the TCC kicks in.) In the 4L60e this is managed via a solenoid controlled by the PCM.
