Latest and lowest miles is best.. but depending on what your going to use it for and how you drive it. Even a 97-98 can be a good value and be completely ok for a DD or crusier swap.
People will frame the older Gen III engine, but they can be a cheaper $ Swap if your just updating for a cruiser or driver.

isnt the head flow different, and cam?
98/99 heads (853's?) not as good as 241's which are not as good as 243's
98/99/2000 cams were bigger than those found in the 01's and 02's.
Im not 100% on that but am trying to find out where i read that (was on here)

i would say the only year to stray away from would be 98 f body because they run a different compter. but the later ones do have upgraded rod bolts and ls6 intakes and like said some improved oiling.
