Swapping my 95 chevy to a 6.0 motor with 4L80 transmission from a 2006 chevy 2500 that was originally DBW, and i want to convert it to DBC, I found a 1999 chevy and i pulled the throttle body and cable, can i use the pcm from the 1999 chevy 2500?

If it's a Gen IV engine, is it 58x or 24x reluctor?
DBC was only available on Gen III engines.
Some 24x DBW PCM's can be adapted to DBC by reflashing with a DBC program if I'm not mistaken.

The 2006 6.0 should be a gen 3 engine so you can use the pcm from a 1999. You have to also have the proper wiring harness to do it. Not sure how you can rework the 2006 harness to work but i am sure there is away.

"Some" ECUs of that generation had the circuitry internal driver for DBC, but some didn't. I posted recently a link to the performancetruck.net website that shows this. Do a search, it's a very good thread.
The GMT 800 is divided into 99-02 and 03-06 or 07 classic. The 99-02 is much simpler and closer to the 96+ GMT 400 OBS.
Easiest way is to source a 99-02 2500 engine wiring harness and matching ecu and intake. The 96+ Vortec OBS cruise control is supposed to fit the throttle body of the LS DBC. The 99-02 will also have return fuel line setup instead of the 04+ return less.
Look into LT1 swap.com for all the details.
