The key to making HP on any engine is in the top end.. HEADS !... and the Gen III/IV heads are far superior to any of the Gen I or II heads.. oem or aftermarket..
If you had to build one, it would be far easier to produce the number you want with the Gen III/IV engine period.
But added cost of Accessories and what not's will be a factor on a budget build as well as Gen III/IV parts just costing more.
