Are you getting the TACH signal from the Class 2 Serial Data?

Yea me and Jon^^^ worked on this for my swap. Just splice the Class 2 serial data line into the grey wire on the cluster I believe its like pin B9.

Here is a small write up I did on the cluster swap.

PSIconversion: I show RPM's on a scanner just not on the gauge,

itsslow98: I change the complete harness from a crashed 99 into a 95 so I don't see why I would need to do what your saying even the cluster belongs to the harness its just not working

If thats the case then maybe the cluster is damaged internally. The cluster recieves a signal from the PCM and interprets that data inside the cluster, it then displays the info on the gauges. Sounds like you may need a new cluster.
