Sorry, I didn't see this question.
The BCM is a module with several functions. Regarding VATS...your ignition key is 'coded' with a resistance value. When you turn the key, that specific resistance is recognized, and as a result, the BCM puts out a specific frequency (a VATS bypass module will do the same) to the ECM, which enables your fuel pump. The BCM resides in the passenger side kick panel.
I've described VATS as it applies to my own 98 engine. VATS can work differently on later years, but the principle is the same.

I'm going to finish up all of the other non motor related stuff and then take it to my tuner and get him to wipe VATS and all of the unnecessary stuff from the PCM, and hopefully that will fix it.

nope, only a few sensors that will keep it from running - crank angle is the one that comes to mind. it will HATE starting if you have your coolant temp sensor unplugged
it should fire and run with none of the o2 sensors.
if you haven't deleted the VATS or bypassed it it's the likely issue

Were is the coolant plug? There are a couple of plugs close to my MAF plug that I cant find places for so it could be one of those
