LS1 S14 Wont start
The BCM is a module with several functions. Regarding VATS...your ignition key is 'coded' with a resistance value. When you turn the key, that specific resistance is recognized, and as a result, the BCM puts out a specific frequency (a VATS bypass module will do the same) to the ECM, which enables your fuel pump. The BCM resides in the passenger side kick panel.
I've described VATS as it applies to my own 98 engine. VATS can work differently on later years, but the principle is the same.
it should fire and run with none of the o2 sensors.
if you haven't deleted the VATS or bypassed it it's the likely issue
edit: I just went and checked and its not the coolant plug
Im hoping its just vats that is the problem
