Check your cam sensor at the top rear of the engine. Its the sensor that tells the pcm to drive the injectors. It wouldn't be your crank sensor, that controls the ignition portion of the pcm.
As for voltage, you should have battery voltage at one pin of the injector, and a pulsing ground at the other pin.. that is your injector driver from the pcm.

So what exactly do I do with the multimeter to at the PCM connectors to make sure there arent any bridged wires? The harness should all be good, I got it from chasebays. But I guess something COULD be wrong.
The motor was running when I dropped out if the donor car. Thats kinda why I don't think its a sensor, but I could be

No, the harness comes ready to go out of the box. This is it:

And I had the meter set on DCV, is that right? I had it at the #1 injector plug. With the key on it had 7.3v and when turning over it went down to .3v. I think I might have had the + and - backwards but that shouldn't affect it should it? It would just read neg. volts..?

Of course it would! Your injectors have a pink wire running to each one. Connect the + lead of the meter to one of these, and the - to the engine block behind the cylinder heads where your other grounds connect. This should read 12v--if it doesn't you have something wrong.
You can also check for grounds by measuring ohms between the engine block and body, body to battery, block to battery, etc.. the resistance should be 0.3 ohms or something close to that, otherwise connect some better grounds

Ok I tested it like you said and I took a video of what its doing. I attached a wire to the ground lead and ran it to the engine ground since I couldn't get the pin to stay.
I didnt test the ohms yet. Do I need to do that while turning it over too?
