I think I figured out what's going on, I think I put flywheel bolts that are too long something won't let the motor spin fully it spins like 1/4 turn and stop like its hitting something but thank you guys for all this good advice

ok took it apart today and i put a dual mass flywheel and clutch on the car because i got it for a cheap price brand new but turns out it the flywheel pushes the clutch to far out so it hits the bellhousing thus stopping the starter and blowing the fuse

You mean the Pressure Plate hits the Bellhousing? Post a pic of what you have..

Sorry yea i meant pressure plate I cant post pictures from my phone but its a 99 camaro ls1 and tranny I got the flywheel and clutch / pressure plate from a ctsv

That's wierd it hits the bell housing...
