5.3L with 4L60E VSS problem

5.3L with 4L60E VSS problem I cant figure this out. Drive shaft removed. Put in drive. The vehicle speed is erratic, jumps around from 1 to 20 then 11 then 15 then 2. Its allover the place. The signal seems noisy. Ran new twisted pair shielded cable to PCM same problem. Ive tried different sensors, different reluctor ringsa mounted in transmission or main shaft of transfer case. All the same. What is going On.
Ive tried the sensor that the connector comes out at right angle, and the one thats straight. it is a 2006 5.3L
Sinewave across Hi and low looks noisy. I see a sine wave from the lowside signal to gnd. Its like its modulating the signal to PCM. What should the VSS signal look like, sinewave yes but how clean.
