Speedo - swap issues?

Speedo - swap issues?
Ok, to start if this is in the wrong forum I am sorry and feel free to move it as needed.
Short of it.
I have a 83 Regal with a 98 LS1 swap into it. Yes, I did use the 98 F-Car ECU.
I am working out bugs at this point.
Current bug is no speedometer.
I have gone to pin 55 and checked it from the ecu to the speedo and it passes. So it is a known good wire.
I have no speedo reading at all.
I am using a digital speedo that is set up for 8k ppm. It is resettable to 4k but, if you attempt to reset it with out any pulse the gauge will need to be sent in for repair.
I have confirmed that there is a VSS reading that is correct in the ECU while driving via a tech 2, and torque app.
I know that the wiring is good, I know that the gauge is powered correctly.
What else can I do to test it.
