Key-on DBW behavior?

Key-on DBW behavior? I am close to start up on my swap. It's an LY6 using an E38 ecm, dbw. I am checking circuits and applied power to the ign input for the first time WITHOUT cranking the starter. Upon applying ign power, the MIL came on and stayed on as expected. The fuel pump also ran for a few seconds and turned off as expected. But I also hear the DBW throttle body click and make a motor squeel / electrical noise for a few seconds after applying ign power. When I remove ign power, it repeats that noise again for a few seconds and stops. Is that normal? What is it doing?
They do a self check and you can hear the click, but I've never heard one squeal. They do have a high pitch, kind of a humm to them that you can barely hear though. Does the throttle blade move freely by hand?

The throttle blade does move freely by hand and it is responding to the accelerator pedal, so I assume all is normal. Thank you for the reply!

I'm interested. I doubt it suppose to. Actually, On my LY6 I think when I first applied power, the throttle snaps shut.
