Update on mine. Turns out it was the temp sensor. I had been trying to do a three wire conversion to run the inside temp gauge and the ECM off the same sensor. I tried a new harness and it ran the same way and then I realized I hadn't hooked up the temp sensor. I hooked up the two wire temporarily outside the engine and it fired right up. Reconnected the installed harness and rewired it for the two wire sensor and it starts up every single time. Go figure. Two plus weeks involved chasing this down. Hope this helps someone.
