I am appreciating the info! I actually tried another relay already that I know is good and the pump does not come on.

But you know for sure the relay is clicking on? The relay coil gets power from the PCM to energize one side of the coil and the other side is grounded. You can apply 12 volts to coil and it should turn on. If it still does not turn on then you've got a bad ground on the relay coil.

I will have to check this and report back to you, but I hear the relay click (it's right behind my seat). And I swapped with a relay that I know is good because it is the one powering the fans that I now have working and it clicks but doesn't turn on pump.

Just to confirm, the wire from pinout 9 is basically only to power the relay with 12v for priming the pump only, correct? Meaning, it will not continuously send power to run the fuel pump? Also, am I doing any damage to the ECU by driving the car with a jumper wire in the relay? With the relay plugged into the socket, would it still click if it wasn't getting a good ground? I can confirm after trying three different relays that the relay is good. I'm learning a lot about electronics and wiring from you guys and I REALLY appreciate it because that is definitely something I don't know a lot about. Very mechanically inclined but electronically challenged.

Yes it will come on to prime the pump and then once the car starts it will turn back on and stay on.
