Yes, that PCM has the capability to run your 4L60E. In fact, that 896 PCM and a 4L60E trans were very common in Sierra and Silverado trucks in 1999. No separate TCM required and it should be easy to make that all work. I'm running that PCM and a 4L60E in my 70 El Camino, small world. The Dirty Dingo people also make a mount for that variant of PCM so that you don't have to use that hulking behemoth chunk of plastic GM used.
Are you going to remove all of the unnecessary wires from your donor harness?? Don't forget that you will need to get a few things tuned out and turned off in that 896 PCM before it can be used in your El Camino.
