Default DC/MD/VA area LS3 conversion expert

Good morning. I am hoping someone might have some good recommendations for a shop in the DC/MD/VA area (note: Bethesda here) for a shop that specialises in doing and servicing LS3 swaps. As background, we worked a company for a frame-off restoration, fully rebuilt 1991 Rover D90. We opted for an LS3 conversion. We have been struggling with some engine-related issues post-delivery. Notably, the company that did the work did not install a self-venting tank as part of the conversion (we’ve since learned) and it is only a 12-gallon tank without baffles. The issues we are experiencing are two-fold.

First, we used to have fuel literally being expressed from the fuel tank (via the filler tube opening/filler cap). Often times as much as a 1/2 gallon, or more even after the vehicle’s engine has been turned off and the cap removed. They installed a self-venting filler cap and that has helped somewhat. We no longer have loads of gas visibly seeping out, but it is clear after you drive the car for even a few minutes that fuel continues to leak out (even if not leaking out once the car is stopped/idling or engine is off) as you can see visible traces of a gas slick on the paint job below the filler cap and if you touch the under side of the filler cap with your fingers, they will become wet with fuel. They claim to have checked the fuel pump and it was operating at 60 psi, which they said was proper.

Second, when we are driving we often smell what seems like raw gasonline/fuel on occasion as well as lots of exhaust. Is it possible the hoses running between the fuel pump and the engine are self-venting or something?

We are a bit at a loss here and wondering where to turn. The car is currently in D.C., but will be up in MA (Cape Cod) in a few weeks. Hoping someone on this forum has some good ideas as to what might be going on with the vehicle and/or what tests/issues we should consider. Thanks so much!
