Two dipstick holes?

Default Two dipstick holes?

Besides the hole for the dipstick I have another hole towards the front of the car that has a rubber plug in it.
It seems sort of temporary so I was wondering :
1) Is something supposed to go there of a more permenant nature?
2) If not, won't the rubber plug blow out as the result of crankcase pressure?

An idea I had was to use this hole as a drain back for the modified PCV system.

maybe it's obvious too you but I am really puzzled. This is a Holden oil pan BTW. Thanks
