ecm is junk.
If you've not done so already, take the PCM out of the circuit, and using a resistance meter check all your grounds against the pinout for your year of PCM and harness. Check all the pins and make sure something isn't being grounded that shouldn't.
Put the meter on volts or use a test light and probe the connectors to the PCM for voltage. Only the keep alive voltage should be found. Turn the ignition on and make sure there is voltage everywhere there is supposed to be with the key on. I usually pinout check the connectors to the fuel injectors and the ignition too to make sure those are wired correctly for 12V and grounds.
After having done all that and you still think that the PCM is bad, you can buy one from a junkyard. Car-parts.com has them for $30 and up. Wait4meperformance has them for $120 checked out and ready to go. I imangine Nelson, Speartech, wait4me could check one out for you. Dealer might too. The easiest way to check is to take the PCM and put it in another car and see if it works. If it still doesn't work but doesn't blow the fuse, maybe you could get some codes off of it and confirm the box is bad.
Just my 2 cents. I may be telling you things you've already tried.
