Yes. The clutch does engage when you let off the pedal.

On GM vehicles, it is hydraulic.

Details would help out alot.. What vehicle, what engine... A LT1 T56 uses a cable.. You wouldnt be able to change a ls1 style to non-hydraulic easiliy, it'd require a different throwout setup, a different bellhousing, and all the linkages to make it work.. Its easier to just fit the LS1 hydraulic master to the car with a bracket..

That's just it, I don't have a car yet, but the two I'm thinking of didn't come with manual trans, so I'll have to make a setup. My next question is how does the hydraulic master work? I assume like a master cyclinder. Where could I find pictures?

The same way a brake system works. Master cylinder and a slave cylinder. The slave would do the same as a wheel cylinder, except inside the bellhousing actuating the pressure plate. If your thinking of putting a T56 in an older vehicle, I'd use the whole setup, bellhousing and Hydraulics. It will bolt right up to an old small block if you wanted and all youd have to do is rig up a pedal and master, then its just a hyd. hose and your done.
