Default fuel pump relay issues

Ready to start but have fuel pump issues. The wiring harness is a 98 I am using efi live. Wire thirty seven on the blue terminal from pcm is always 12v with a multi meter but it wont light a test light and I cant turn off power with the bidirectional controls. Any thoughts ?

Im wondering if it’s a computer problem ? I did the harness my self and every thing else is good to go. If I cant find the problem can I wire the relay off the ignition? Somebody out their has got to know. Thanks for any help

hope this clears things up. My engine harness and ecu came from a 98 ls1 wreck. Im trying to get the fuel relay to trigger from ecm. I get 12v on wire 37 on the blue terminal using a multi meter, but If I use a test light it wont light. Almost like there is no amps behind the volts. Using bidirectional controls I cant get the voltage to change. Im starting to think that the fuel segment in the pcm is bad. I am able to toggle the fans on and off. Hope you can decipher all this and make some since.

when are you testing for the 12v? If the 98 is anything like the 99 and later, when you turn the key, the PCM will send 12V for a couple seconds to prime the system then cuts out the power. Once the engine is running, you will see a constant 12v.

Have you hooked up the fuel pump relay, and if so what happens when you turn the key?Does it prime or not?

My physics could be worn out but according to ohms law, I don't see how you can have 12V but no current in a system.
