I know it used to be 1974 and older, but I remember hearing it was changed to 30 years, then I remember hearing they froze it or something. Despite lots of surfing etc. I haven't seen a firm answer yet (my smog inspection manual says 30, but it hasn't been revised in a few years).
If its still moving forward each year, so 2006 makes a 1977 OK, that is giving me a thought to buy a running 78/79, get it smogged as is, then convert it as I please since it would be exempt in 2 years.

Found this for ya....
Beginning April 1, 2005, the 30-year rolling exemption has been repealed. Instead, vehicles 1975 model-year and older will be exempt. Therefore, 1976 model-year and newer vehicles will continue to be subject to biennial inspection indefinitely.
