Mitsubishi Evo uses something similar in the rear and front diff to put more power to the outside wheels in a turn. Its called AYC, or Active Yaw Control.

The driver controled center diff or dccd has one switch and one dial. the swich is to go from auto to manual control of power distribution. The dial is to control the distribution. Once the switch is hit, it goes to lock, 50/50 all the time. ONce you move the dial down it slowing goes to a max of 95% to the rear. You can only go to the rear. In the guage cluster in the car are some indicators the say auto, lock, anded arrows that point to the rear. My daily driver is a 04 Sti. Hope this helps.

Are you trying to be able to split the power to the rear wheels between left and right? Otherwise...I don't know how or why you'd want to adjust the TQ bias (as there isn't really any way to adjust it, unless it's actively adjusted as with a limited slip, torsen, or trutrak type rear).

The rear is just a regular clutch plate torsen type LSD. The earlier JDM STi's had a suretrac "cam & paw" type mechanical LSD.
The center diff is an electrically controlled viscous diff that is very similar to a haldex coupling. Although haldex equipped cars center diffs are mated to the rear differential whereas the STi's center diff is part of the transmission tail housing.
If you wanted a electronically controlled rear diff as a unit look into haldex cars. It can control the input of power into the diff from the pinion but not left and right distribution other than what mechanical means are there in the form of a LSD.
