Exhaust and the referee

So what I'm being told by my exhaust shop is that i have to take my jeep to a smog referee before I bring it to them. Doesn't the referee want to see it completed? Why couldn't the shop complete the exhaust first?

Taking it to the ref is the last thing on the LSX swap list. I would take it to another exhaust place.

I can't understand why they would say that?? Around here, the inspector at the referee station would want it completed before he looked it over.

The WWF referees wouldn't care.
