Easiest (and cheapest way?) is to have a nipple welded to the radiator tank. As long as it is below the seal on the bottom of the radiator cap.

You could also run it to the return line by making a short pipe with a nipple on it. That is the way I have mine. I also see no reason why you couldn't drill and tap the flat spot on top of the water pump by the return outlet (top one) for a clean look.

your tap needs to be same height or higher than the tube coming from the heads.. and the air that does get pushed out of there you want going into the radiator, not back into your coolant sys.
