Speedometer problems...

Speedometer problems... Sorry to bother you guys again, but I have a problem with my speedometer...
I have a 69 Camaro with a 98 LS1/T56, and a harness from Speartech. I'm also using Stewart Warner's Power series, all electric gauges. Everything works fine now but the speedometer - the odomoter seems to be working fine but the speedometer will "rev" up to between 20 and 30 when I rev the motor up (like it's a tach), and it seems to hang around 17 mph when just driving it. I have 5.4 miles on the odometer right now, but it just doesn't seem right.
Ideas?
