Default Reason for '09 LS3's dynoing better than '08 LS3's?

I read that GM incorporated an improved honing process for the '09 LS3 block from lessons learned improvements made to the LS9 block. Could this be the reason for bone stock '09's dynoing stronger than '08's? Or do you think it is purely more aggressive tuning?

From what I heard the 09 vette's don't have as much tm dial in as the 05 to 08 vette's , which allows the car to use more of it's power. TM which stands for torque management pulls timing and fuel when every it feels the drive train is stressed to a certain level.

I think it's the same with the Z06's. The 09 I drove was a monster compared to the '07 I drove. A solid 10 second car with me driving.

All it takes is a little dyno tuning to remove or dial back that tm bullshit, but you can't remove with the hand held tuner's so don't waste your money on them.

Here's a file of the difference in tuning from 08 vs. 09. You would need HP Tuners to see the values.

My bone stock 08 A-6 Coupe dynoed 385/379 with a tune and vararam did 395/395. I didnt think that was too low. My 09 ZO6 did about the same as most 07's and 08's from what I have seen.
