Made a NOTICEABLE difference in my '94 as far as consistency of my launches. In fact, I could feel the difference even on the street. It has not allowed me to beat my best 60' time from prior, but then again I just put them on early this summer and the weather has been freakin' hot and not conducive to better times anyway.
You asked about weight transfer. Well, when I go to the track in my '94, the front sway bar is left on the garage floor. This allows the front end to come up a bit more and throw the weight back. Well, the stock rear springs wanted to throw the weight right back forward. Now, the V6 springs take and keep the weight back there for a good launch. Great mod for the $. Even better will be the QA1 shocks I'm planning... but that means some $$$. Be careful that you get V6 springs off an earlier 4th gen because I have read that later on ('98?) GM started putting identical springs on all of the F-bods regardless of motor.
I'd say this fall I will be seeing some great 60' times (for my little setup).

Did have 1995 springs,
don't get the 1998+ ones.
They add if you don't get Hals,
and they help a radial car work better,
but once you get big slicks,
they have to go.

if you don't have front Hal's,
then they might help,
you can even swap the springs at the track,
and compare, I have.
I did go 1.57 when other folks,
at the same power level, were going 1.65's.
