Default How does the Harlan Two Step work?

I know it holds your revs to a certain rpm with your foot to the floor on the pedal but what releases the rev limiter? Is it just setup to work in first gear or once the revs drop it's deactivated?

it deactivates the first time you release the clutch (after launch). Thats how I have mine wired

I ran mine off a button on the shifter because I didn't launch with the clutch pedal on the floor.

Harlan 2 step is the bomb.

Wire it so it is activated when the clutch pedal is all the way to the floor. When you shift you should not be pushing the pedal in that far so it will not activate. If launching with the pedal to the floor does not appeal to you then do as stated above and put a button on the shifter. Just remember to release the button when you launch!
