weld a couple pieces of square tubing front to back. That will give you something to fasten the tank to aswell as space it up

If rules for your class allow it, just get rid of the t-top well all together like many have done.

Alotta people are cutting em out like stated above and just making it flush. If u put a cell in the rear, doesn't it have to be separated from the driver?

The best way is to cut the T-top area out and put the fuel cell in that area. If you keep it the way you have it you will need to build a bulkhead that seperates the fuel cell from the driver. I'm sure you might be able to pass tech if they don't notice but any tech with half a brain won't let you race. I like cutting the well out because building a bulkhead in these cars is a pain especially if you have a lot of cage. Also, it's nice having the cell on a street car outside because in the case of an accident you will have nothing seperating you from 15 gallons of gas.

So if i was to keep it the way i have it now and build a stainless steel box around the cell, something like that would pass tech more than likely?

It will pass tech with no problem but it would probably be easier to build a bulkhead similar to wolfe racecrafts. This way you don't need to build a box for each individual thing in the rear such as the fuel cell and the battery. Here is a link to the wolfe one http://www.wolferacecraft.com/detail.aspx?ID=783
