Are you sure its not 11.99?
I also heard you have to have one if you use washwall slicks.

IHRA says you need one if you run slick no matter what speed.

A driveshaft loop will be required on all cars running 13.99 or quicker and utilizing slicks, except vehicles equipped with street tires running 11.49 or slower.

NHRA - 13.99 quicker running slicks - 12.99 or faster must have a driveline loop within 6" of the front universal joint.
