helmet, neck bracem fire jacket, 6 pt rollbar, driveshaft loop, correct wheel stud lenth, battery shutoff if it's relocated, 5 pt harness, fire extinguisher too I think.
If I missed anything, please someone chime in, because I'm in this speed range and that's what I've taken care of so far.

If the floorpan/frame has been modified (only exception is mini-tub or full tub without hacking frame rails or cutting floor forward of driver seat) you need an 8-point cage.
Otherwise, from 11.49 to 10.00 (NHRA rules) on a hardtop/t-top car you need:
-5-point roll bar (driver-side door bar only required, but most put pass side as well to reduce flexing and increase stiffness)
-5-point harness with center crotch strap
-Snell 2000 or newer helmet
-fire jacket
-Battery cut-off in back if battery has been relocated, and battery must use bolt-in retention device (not j-hooks or a seatbelt to hold to tray)
-Aftermarket axles
-Transmission blanket or shield 10.99 and quicker
-SFI-approved balancer and flywheel/flexplate
-long studs with open lugs (check out NHRA's website www.nhra.com for the exact description on what length/engaugement is needed)
Not needed until 9.99 or quicker (again, NHRA rules):
-separate competition license
-neck collar
-full fire-suit with pants, jacket, gloves and shoes.
-window net
-NHRA certified chassis
I've also possibly forgetton a few things...

Thanks for the quick response. I am just trying to figure out what I need to do to the car to run it legally. I mainly go to gurde nights and stuff where they don't really look at the cars but I did a little bracket racing this summer and would like to continue that I will just need some more safety stuff now.

thanks villian.. forot about the scattershield in teh tranny and the sfi flexplate and dampner/pulley... both which I did. I thought I rmember reading about needing an extinguisher too somewhere, same with the neckbrace. Both of which, are a good idea anyway I think even if they aren't required.
