Default Another manual steering question for looped lines

I don't have the money for a manual rack right now, so I looped the lines. Should I drain it out or put fluid in the linesbefore I loop them? I have skinnies on the car right now and it is still a pain in the *** to turn. Form the sounds of everyone it sounded like it wouldn't be horrible to turn but mine really fights me to turn even driving
