I would call TSP and ask if u can get a refund on the heads. explain the situation, and let them know that u are going to swap out the cam first to see if this fixes things. If it only helps a bit and doesnt clear up everything, then return the heads. Buy yourself some used 243's and have the cleaned up.

I think you should swap that cam out ASAP. Get it out of there. Like said there is no reason for such radical lift, and it looks like someone just slapped together some lobe choices, picked numbers, etc and said "yeah, thats the ticket! install it!".
Get it out of there, re-dyno, and see what you get. If the results still arent ideal, return the heads and put on the ported and\or polished 243's.
