Don't get me wrong, those are solid peak numbers, but maybe an exhaust leak or something causing the slow spool? Leaky wastegate? Wastegate opening too soon? All possibilities.

Looks like it has to be something with the boost controller. On one of my dyno pulls I started at 3400 rpm and hit 15lbs by 4200 rpm on a 346 with no controller.
