Low #'s ??

Low #'s ?? I am looking into buying a car and the guy told me, "Dyno'd in 2001 with 29K miles @ 298.0HP/317TQ. Ran at SLP Day at Englishtown in 2002 13.1@107.1 ... 12's are in her .. she was dynod outside in 95 degreee heat on a 100% humidity day ... I think thats why the numbers were down ..."
The only mods on this car are a Direct Flo lid and a Dynomax catback, but I am still not sure if they were on the car at the time. Absolutely NO free mods have been done and the car is a 6 speed.
Could the weather have affected the numbers that much? It seems like they are down ~ 15 rw +/-.
