Default Peak power only at 4800 rpm

I'm newer to tuning but am working on a truck of a friend of friend. It's my third engine with a similar sized cam, all right in the 222\222 range. The previous 2 peaked around 5800-6000rpm. This one is only at 4800 but it still runs clean of to 5800 when i got out of it.

Specs are
LQ4, 317 heads, 4L80e
howards cam 190245-12 222 225 112sep .561 .568
LS2 intake, 90mm tb
holley cast manifolds, straight 2.25" exhaust

fuel is within 1% of 12.7 at wot, 24 degrees of timing

Anyone have any ideas whats going on here?

Where does the torque peak? Are the peak numbers low, or are they in the ballpark? Where is the cam installed at?

Tiny cam, low compression, restrictive manifolds (both intake and exhaust) and tiny exhaust. Did you expect this thing to be a 7000rpm screamer?
