Highest dyno with stock manifolds and cats?

Patrick, I disagree with your statement. It is not the headers that make these cars sound like that. It is the lack of cats. Putting high flow cats on makes a WORLD of difference, and you still have the advantage with all of the sound.
Personally I think modding a bone stock motor internally is quite silly without proper intake and outake air flow. Cats will solve your problems. Run headers..

I agree 100% with you though...less restriction coming in/out = more hp. Sometimes it just comes at a negative NVH cost.

Patrick, I know it's been a while brother. Get back in the groove again
My Grott 1 3/4, 3 inch Y, 3.5 in collector, and Hooker catback sounds tough as ****. It's VERY deep round town, and outright insane @ WOT.
Notice I bolded the collector. This is also a key to getting out the raspy or "tiny" sound you're referring to. Just going from the normal 3 inch to the 3.5 inch collector made a WORLD of difference in the sound of my car. I could not believe it, it was night and day.
I think you're head and logic is in the right place, I remember back in 98 when all we had was Macs, now THOSE sounds like complete ****! However, I think you can get by with the sound you want and not give up an enormous amount of power running stock exhaust junk. It requires a good combination of parts..

I know it's doable, but I'm not sure how small of a cam I can get away with by doing it. Ported LS6 heads or 205cc AFR heads with LSX intake would be a must. A 224/224 cam would most likely do the trick along with the killer heads, but this cam also has lots of valve clatter due to its fast ramps. I don't want noisy valvetrain. ZO6 cams are quiet, but I'm not sure if they can get me to 400 rwhp without headers. Again, this is my car, so don't criticize me for running an oddball combination. Nobody said making 400+rwhp with factory exhaust and stock displacement was going to be easy. To me, that's part of the appeal.

As I am sure you know you can play with the exhaust duration on the cam (add a bit) and that'll help power tremendously with a restricted exhaust
I'd look at 00 and up manifolds, custom stainless Ypipe with dual 3 inch cats, single cutout and stock exhaust. (Stainless will hold heat better and have better sound insulation qualities)
400RWHP would be easy with the right cam through the full exhaust and a little more through the cutout

Update. Just installed Thunder Racing's CheaTR heads/cam package using my 100% stock factory exhaust. Factory cast iron exhaust manifolds. Factory cats. SLP dual dual catback. Dead stock sounds under the hood and out the tailpipe. Dyno numbers are in my signature. Car is completely stock in sound and appearance, but 494 rwhp thought super quiet exhaust sure feels nice on the street. No cutout. No lope to the idle (at all). Runs just like a stock Z06, but just a little faster. I will post dyno sheets later.

I would try swapping out the factory manifolds to some JBA short tubes my car actually got quieter after the header swap compared to the JBA shorties. The JBA have the heaviest guage stainless out of all the headers made that must attribute to the quietness. You should break the 400 barrier with them. Just a thought what do you think?

Well if it helps any i made 393RWHP through the SLP 500hp head and cam package and stock headers and cats on an 02 ws6 with the stock intake, it was also the non updated cam so id say you could make over 400 pretty easily. Only other mods were the gmmg chambered exhaust and the slp air lid, Also had it dyno tuned by MTI Racing have dyno graph and vid if you wanna see send me a message
