Dyno Run went bad
As mentioned, get at least a new fuel filter. Also, get a fuel rail pressure gauge & check the fuel pressure @ idle. It should be 60 psi. Run some Techron injector cleaner through the tank w/ 93 or 94 Octane gas. Then go to a different dyno. The operator should have explained the dangers of going so lean & the likelyhood of lost HP/TQ because of reduced timing. The A/F should be adjusted to 12.9/13.0 during WOT through the RPM range. In your case, the pull should be done in third gear. Once the fuel is properly adjusted, the operator can also increase the timing a bit for even more HP.
If after this, the HP remains low, then consider more drastic changes. While checking the fuel pressure, also remove the oil fill cap during idle. Put your hand over the opening. The engine should be sucking air in. If it's blowing oily air out, there is a bigger problem; maybe cracked cylinder or bad ringlands. Good-luck. My guess is that once the fuel is corrected, you'll be ok.

A stock LS1 will always peak out at about 5400 to 5500 RPM. However, it seems to me that 14.6 is lean for WOT. These cars usually run on the rich side under WOT. Perhaps you can find some more HP. With the LS6 intake you should be making more.
Chances are , if these guys ran your car on the dyno in 2nd gear
they dont have a clue about what they are doing and that could include
setting up the a/f meter .
Dyno it somewhere else ,, then start fixing things if need be .
The 260/280 are useless numbers and are going to be higher in 3rd gear .
change your air filter, fuel filter, plugs and wires, oxygen sensor and SEAFOAM YOUR CAR. it sounds like your car would be an amazing candidate for seafoam. i bet it'll get rid of a lot of pinging and knock retard. consider seafoaming it twice. if you're not familiar with the procedure, here's a tutorial:

on a side note, you ARE running at least 91 octane in your car, right? because these symptoms could be classic for a guy that fills up an LS1 equipped automobile with 87
