Nope I am 99.9% positive it is not a tune issue.
The trans is vacuum pressure modulated, so the pressure control is all vac referenced, and in stalled cars I have worked with before, they would need the commanded shift points lowered or the car would just climb to revlimiter.
My car is not climbing to rev limiter, as soon as it gets to 6000-6100 it free revs against the limiter hard, like I dropped it in N
